“Mass Notification and Situational Awareness – What You Need To Know”
|

Bio: William Sako founded Sako & Associates, Inc. in 1974. It became
one of the premier security, media technology and mass notification
technology consulting firms in the nation. In 2001, the firm became
a wholly owned subsidiary of the RJA Group, Inc., a global fire
protection, life safety, code consulting and fire suppression
consulting firm. The RJA Group now provides global fire, security,
media technology and mass notification consulting with more than
250-employees in 18-domestic offices located across the U.S. and
3-international offices located in Shanghai, China; Macau, China;
and Dubai, UAE.
A pioneer in the security, media technology and mass notification
field, Mr. Sako possesses a depth of expertise unmatched in the
industry. He is an innovator who applies physical and technical

| Session Description |
Recent global emergency events
demonstrate that regardless of the size or complexity of a building
or campus of buildings, command and control needs to be centralized,
highly coordinated, immediately responsive and employ interoperable
technology. The range of emergency events can be challenging and
range from accidental chemical spills and fires, to weather and
public disturbances, to communication and utility interruptions, to
shootings, the intentional release of biological agents and
terrorist attack.
The need to interface and make our security systems interoperable
with fire protection and mass notification alerting systems is
critical to responding to these emergency events and saving lives.
Security and occupant safety is of critical importance in all
buildings. In the past, fire protection (fire alarm and sprinkler
systems) took top priority. In today’s world, the need to integrate
security and fire protection systems and mass notification systems
into a seamless Enterprise Command System is a major concern.
One way of addressing the pressing Enterprise Command System concern
is by creating an enterprise system that combines communications,
alerting and security infrastructures with an emergency management
response strategy that is capable of delivering real-time
information and instructions to occupants, whether within a single
building, over an entire campus or to locations worldwide. The
ability for our security systems to provide early warnings with
their sensor arrays and situational awareness combined with an
ability to deliver building-specific, campus-wide and global
alerting capabilities has become a top priority. This presentation
offers an intelligent approach to designing mass notification
systems and then creating appropriate interfaces to your security
command and control and with fire protection systems to create an
Enterprise Command System with enterprise emergency response
capability. |

Ronald A. Cundiff, CPP, CHPA
Director of Safety, Security and Telecommunications Lake Forest
Hospital
Bio: Mr. Cundiff has been at Lake Forest Hospital for two and one
half years. In addition to his position as Director of Safety,
Security and Telecommunications, he chairs the hospital's safety
Council and is co-chairman of the Emergency Preparedness Committee.
Mr. Cundiff has a B.Sc. in Management and a M.Sc. in Health Services
Administration. He is a board-certified Certified Protection
Professional and Certified Healthcare Protection Administrator.
In addition to his tenure at Lake Forest hospital, he has over
thirty-five years in the security field, including twenty-five years
in Health Care. He is a member of several professional
organizations, including the International Association for
Healthcare Security and Safety, of which he is a past president,
ASIS International, and the Illinois Association of Chiefs of
Police, where he serves on the Public/Private Liaison committee.
Mr. Cundiff retired from the U.S. Air Force Reserve as a Lieutenant
Colonel, serving on active duty as a Special Agent in the Air Force
Office of Special Investigations, and in the reserves in the Air
Force Intelligence Service.
He is also an adjunct faculty member at Lewis University, and teach
in their Bachelors and Masters programs in Private Security/Loss
Prevention Management, Public Safety Administration, and Criminal
Justice.

CPTED, or Crime Prevention through
Environmental Design, has been defined as the “proper design and
effective use of the built environment that can lead to a reduction
in the fear and the incidence of crime, and an improvement in the
quality of life.” It is a multi-disciplinary approach to deterring
criminal behavior, which has been used for years by law enforcement,
security professionals, architects and planners here and around the
world. CPTED strategies rely upon the ability to influence offender
decisions that precede criminal acts. This program will explore the
fundamental ideas of CPTED and how it is possible to use knowledge
and creativity to design environments in ways that lessen or prevent
crime in places of employment, schools, recreational areas and
homes. |

Speaker: Steve Layne, CPP, CIPM, CIPI
Bio: Steve Layne is a nationally recognized leader in security
management, emergency preparedness, violence prevention and physical
security planning. He is a former police chief, criminal
investigator, Military Police Captain, and public safety director,
now operating a successful international consulting firm. A popular
presenter with a unique and dynamic style, Mr. Layne emphasizes
audience participation, role-playing, and practical problem solving,
using an entertaining but professional approach. He has provided
protection planning, risk assessment and training for over 400
private and public organizations across the United States and
abroad. He has served as an instructor for the National Crime
Prevention Institute, Federal Law Enforcement Training Academy,
Smithsonian National Conference, Federal Protective Service, and
dozens of ASIS and other international security Conferences. Steve
is a graduate of the FBI's Police Management program and the U.S.
Army's Infantry Officer and Career Officer Military Police programs.

Speaker: David Milen,
Ph.D.
Bioterrorism Coordinator, St. Margaret Mercy Hospital, Hammond,
Indiana
Dr. Milen is currently the Bioterrorism/Disaster Preparedness
Coordinator for St. Margaret Mercy Health Care facilities in Hammond
and Dyer, Indiana. As a former 10-year veteran on a fire department,
he has trained hospital personnel in disaster preparedness,
evacuation, and incident command procedures. Currently, he is
training both management and staff on the Hospital Incident Command
System (HICS) at four facilities, developing disaster and evacuation
plans for those facilities, and has recently been awarded with a
community service
education distinction due to his efforts in educating the local
fire, police, and hospitals concerning disaster issues. He has
published in both the United States and England regarding fire and
disaster issues.

Speaker: Jack Plaxe
Jack Plaxe is an independent antiterrorism consultant, trainer,
researcher and open-source intelligence specialist. Since 1989, he
has helped federal, state and local government agencies; public
safety agencies; airports; rail terminals; corporations; and
non-profits understand the terrorist threats facing their
organization and develop protective strategies, training and
exercises to minimize the risk. He is a member of various security
professional associations, including ASIS International, the
International Association for Counterterrorism and Security
Professionals, FBI InfraGard and others.

Counter Terrorism and the Role of the Private Sector
|
Speaker: Susan Rose
Intelligence Specialist
Bio: Susan Rose is the Intelligence Specialist at the Office of the
U.S. Attorney for the Northern District of Illinois. Prior to
working for the Department of Justice, Ms. Rose was with the
Department of Homeland Security, adjudicating requests for political
asylum at the Chicago Asylum Office, and the Department of State as
a Foreign Service Officer. As a diplomat Ms. Rose served in U.S.
Embassies in Brussels and Athens, the U.S. Consulate General in Rio
de Janeiro, and the Bureau of European Affairs in Washington. Before
going to work for the government, Ms. Rose was a television news
producer, reporter and anchor. She holds a BFA in Fine Arts from
Pacific Lutheran University.

Speaker: Linda
Spencer of LS Spencer and Associates, St. Charles, Illinois, is a
certified Graphoanalyst with over 25 years of experience working
with handwriting analysis in business and investigative matters. She
holds a Master of Science degree from National-Louis University and
is an international trainer for the DBTL (Danger Between The Lines)
method of profiling for the potential of violence in personality.

Danger Between The Lines will
provide insight into high risk and potentially violent behavior. .
The system was developed through a 10 year research study conducted
at Hawaii State Hospital, introduced by Dennis Mee-Lee M.D. and
under the direction of James F. Crane, PhD and Dennis G. McLaughlin,
PhD and Kimon Iannetta, graphologist, using the handwriting of
violent and non-violent psychiatric patients. The study revealed 124
graphic signs and their psychological implications which are divided
into three categories that when used as directed can determine high
risk potential in personality. Due to the increasing need to
recognize violent potential before it manifests into action Linda
will use the handwritings of two recent mass shooters to demonstrate
the system and how it can be used to aid security professionals. |

Speaker: Dr. Mark Cichon DO, FACEP, FACOEP
Dr. Cichon is an Associate Professor of Surgery and Emergency
Medical Services at Loyola University Hospital in Maywood, IL. Dr.
Cichon also serves as the Division Director, Emergency Medical
Services and is the Medical Director of the Lifestar program. Dr.
Cichon attended medical school at the Chicago College of Osteopathic
Medicine/Midwestern University and completed his residency at
Chicago Osteopathic Medical Center specializing in Emergency
Medicine.
